The Air Force Test Center (AFTC), Contracting Directorate, Specialized Contracting Branch (AFTC/PZIE) located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source Cost and Cost Plus Fixed Fee (CPFF) type Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Northrop Grumman Systems Corporation (NGC) located at 2000 W. Nasa Blvd, Melbourne, FL 32904-2322.  This contract is for sustainment support and hardware/software upgrades for the Joint Surveillance Target Attack Radar System (JSTARS) Operational Facility (OPFAC).  Subject contract is anticipated to be awarded on or before 30 September 2020, and the ordering period of this IDIQ contract will be 3 years.  The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source 541511,and no other supplies or services will satisfy agency requirements).  This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued.  The National American Industry Classification System (NAICS) code for this action is  with a size standard of $30M.  No contract will be awarded on the basis of offers received in response to this notice.  A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
