The Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source Cost and Cost Plus Fixed Fee (CPFF) type Indefinite Delivery/Indefinite Delivery (IDIQ) contract with Northrop Grumman Systems Corporation (NGC) located at 2000 W. Nasa Blvd, Melbourne, FL 32904-2322.  This contract is for sustainment support and hardware/software upgrades for the Joint Surveillance Target Attack Radar System (JSTARS) Operational Facility (OPFAC).  Subject contract is anticipated to be awarded on or before 1 July 2019, the ordering period of this IDIQ contract will be 5 years.  The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).  This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued.  The National American Industry Classification System (NAICS) code for this action is 541511, with a size standard of $27.5M.  No contract will be awarded on the basis of offers received in response to this notice.  A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
