Turbine Fuel, Aviation Grade JP8, conforming to Mil Spec MIL-DTL-83133J (NSN 9130-01-031-5816)

The petroleum products shall be delivered by a combination of tank truck and pipeline to Al Dhafra Air Base, Abu Dhabi, United Arab Emirates (U.A.E.).  The estimated quantity of JP8 to be purchased is approximately 605,666,005.481 volumetric liters (160,000,000 U.S. gallons). 

Period of performance is from November 1, 2018 to October 31, 2019 with a 30-day carry-over period.

This requirement has been identified as a non-competitive contract action. Abu Dhabi National Oil Company for Distribution (ADNOC) is identified through U.A.E. law as the only source authorized to supply this requirement within the U.A.E.  It is DLA Energy's intent to enter into a contractual arrangement with ADNOC for this requirement as authorized by 10 U.S.C. § 2304(c)(1).

Other interested parties may submit a capability statement which shall be considered by the Government.  The capability statement must include an authorization from the U.A.E. government to supply this requirement.  Interested parties shall submit a capability statement to the points of contact identified below as soon as possible, but not later than 1300hrs, Eastern Daylight Time, April 23, 2018.  Authorization to perform and any supporting documentation must be included.   This notice of intent is not a request for competitive proposals, however, all capability statements received by the closing date shall be considered by the Government.  A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received shall normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
