The Naval Air Systems Command (NAVAIR) intends to award a firm fixed price delivery order for the amendment of Joint Precision Approach Landing System (JPALS) cryptographic keys with the Joint Tactical Radio System (JTRS) key tags, under Basic Ordering Agreement N00019-10-G-00026 to Raytheon Company, on a sole source basis. This effort will enable loading cryptographic keys in the JPALS Ultra High Frequency (UHF) Subsystem and verification of JPALS requirements during the Integrated Test (IT) phase of JPALS ship system development. Raytheon is the original equipment manufacturer for JPALS. As such, Raytheon is the only known source that possesses the peculiar engineering capability, resources, expertise, intricate knowledge, data, and integrated test requirements to accomplish the prescribed tasking within the required timeframe pursuant to the provisions of FAR 6.302-1, "Only One Responsible Source". The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
