The Naval Air Systems Command (NAVAIR) intends to award a sole source cost plus incentive contract for Engineering and Manufacturing Development (EMD) portion of the Sea-Based Joint Precision Approach and Landing System (JPALS) program to Raytheon Company (hereinafter referred to as "Raytheon"), 1801 Hughes Drive, Fullerton, CA 92833-2200 for a 75 month period of performance for Fiscal Years (FY) 2016 through 2022.  

The contract will include the design, development, manufacture, integration, demonstration, and test of the JPALS system. The contract will also include 13 Engineering Development Model (EDM) units and other Weapons Replaceable Assemblies, Developmental Test (DT) and Operational Test (OT) Support , and a Technical Data Package. Research, Development, Test, and Evaluation (RDT&E) funding will be used during the EMD phase of the JPALS program.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Raytheon is the original designer, developer, and manufacturer of the JPALS system and Raytheon has been the Prime Contractor for JPALS since 2008 and has completed the initial development work for the ship system. As such, Raytheon is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
