The Air Combat Electronics Program Management Activity (PMA209) of the Naval Air Systems Command (NAVAIRSYSCOM), located at Patuxent River, Maryland intends to issue an order under a Basic Ordering Agreement (BOA), N00421-06-G-0006, with Rockwell Collins, Government Services, 400 Collins Road, Cedar Rapids, Iowa, 52498. This BOA order will be negotiated on a Sole Source basis with Rockwell Collins, Government Services, in accordance with FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
Rockwell Collins is the original software and hardware designer, developer and sole manufacturer of the CDU-7000 based Common Cockpit System (CCS) currently being developed and tested in the C-2A aircraft. This new order will require the completion of a Joint Precision Approach and Landing System (JPALS) trade study. The order calls for a formal JPALS trade study by conceiving and analyzingfive (5) architectures in which JPALS may be incorporated into the C-2A Aircraft Platform. The order also calls for producing deliverable drafts in preparation for JPALS increment schedule requirements in 2010.
