The Joint Program Executive Office, Joint Tactical Radio System (JTRS),Reference Implementation Laboratory (JRIL), in coordination with the Assistant
Secretary to the Army for Acquisitions, Logistics, and Technology (ASAAL&T)
System of Systems Integration Directorate (SOSI), will be hosting a Soldier
Radio Waveform (SRW) Interoperability Quicklook 3 (SIQ-3) test event.
The objective of the SIQ-3 test event is to provide vendors the opportunity to
test their platforms against the SRW Reference Implementation in a
heterogeneous network, serve as a cost-effective risk reduction exercise, be
utilized within the Network Integration Evaluation (NIE) decision criteria, and
support future procurement activities for radios that will run SRW. SIQ-3
alignment with NIE events is as follows:
- SIQ-3 Phases I and II will support NIE 13.2 Decision Point 2
The SIQ-3 will be conducted in two phases in a laboratory environment. Phase I
will be the performance benchmark evaluation with the SRW reference platforms
that will be compared with each Vendors radio platforms. Phase II will
evaluate the interoperability amongst a heterogeneous SRW network with the SRW
reference platforms.
The SIQ-3 Phases I and II laboratory event will be held at the CERDEC S&TCD SRW
RIL at Aberdeen Proving Ground, Maryland. SIQ-3 is expected to include JTRS
Program of Record (PoR) and non-JTRS PoR radio Vendors that are running the SRW
1.1.1 Waveform Application (WFA) that is compliant with the SRW RIL
Configuration Capability Package (CCP) 1.1.1.
The SIQ-3 test event is planned to commence on 24 September 2012 and conclude
on 31 October 2012 or earlier depending on quantities of Vendors radio
platforms to be evaluated. SIQ-3 participants must have a signed Test Service
Agreement (TSA) in place with CERDEC S&TCD SRW RIL prior to the SIQ-3 test
event. The TSA is provided with this Request for Information (RFI)
announcement. The SRW 1.1.1 CCP, and SIQ-3 test plan will be released after the
RFI responses have been received from the participating Vendors.
Vendors will be required to meet the following entrance criteria in order to
participate in the SIQ-3 test event:
- Provide quantity of five (5) radio platforms running SRW version 1.1.1 that
is compliant with the SRW RIL Configuration Capability Package (CCP) 1.1.1, and
all necessary ancillaries to operate the radio platform, i.e., handset, data
interface cable, power cable, etc. for each variant.
- Vendors must provide on the ground engineering support for setup and be
available for on-demand support during testing if necessary.
- TRANSEC Implementation
- Red and/or Black Key Implementation
- All presets as identified in the SIQ-3 test plan Appendix shall be provide
- Capable of accepting Radio Mission Data Set (RMDS) files via JTRS Enterprise
Network Manager (JENM).
- Radio platform shall be capable of accepting SIQ-3 test keys from a key
loader device, i.e. SK
- Signed Test Service Agreement with CERDEC S&TCD SRW RIL
Results of testing will be provided to the JPEO JTRS and SOSI, but analysis of
a particular vendors testing will not be provided to other vendors and
proprietary information will be protected.
