This is a Sources Sought Notice and does not constitute a solicitation by the government. The information gathered from this request is for planning purposes only. If a solicitation is issued, it will be issued at a later date. The Government is not obligated, nor shall it pay, for any information received from potential sources as a result of this Sources Sought Notice. No official solicitation exists in connection to this notification. If in the future an official solicitation is released, there is no guarantee that sources responding to this sources sought will be included on the sources list.
This Sources Sought Notice is to determine the availability and capability of small businesses including certified 8(a), Small Disadvantaged, HUBZone firms, veteran and Service-Disabled Veteran-Owned Small Businesses, and Women Owned Small Businesses to perform the requirements of the draft Performance Work Statement. The NAICS code associated with this requirement is 611519 and the small business size standard is $21,000,000.
BRIEF SUMMARY OF WORK
NAVSUP FLCY Site Marianas is seeking sources for a vendor to provide the Joint Region Marianas Fire & Emergency Services (JRM F&ES) training for NAEMT's Prehospital Trauma Life Support (PHTLS) and Tactical Emergency Casualty Care (TECC). The mission of PHTLS is to promote excellence in trauma patient management by all providers involved in the delivery of prehospital care. PHTLS is developed by NAEMT in cooperation with the American College of Surgeons' Committee on Trauma. The Committee provides the medical direction and content oversight for the PHTLS program. The 2nd edition of NAEMT's Tactical Emergency Casualty Care (TECC) course teaches EMS practitioners and other prehospital providers how to respond to and care for patients in a civilian tactical environment.

The Government acknowledges that responses to this sources sought are not binding offers. The information obtained will assist in our market research and future solicitation processes.
The Capability Statement shall concisely address the following items to demonstrate the contractor’s capability to perform the requirements of this draft Statement of Work:
The capabilities statement shall be concise and focused on the required services as described in the draft statement of work (SOW). Include the contractor’s ability to manage, technical ability, and capacity to conduct the types and magnitude of tasking in the SOW.
