The Naval Air System Command (NAVAIR) intends to award a Cost Plus Incentive Fee (CPIF) order under Lockheed Martin Corporate Basic Ordering Agreement N00019-19-G-0029 to procure Non-Recurring Engineering (NRE) for the software development, testing, hardware, and integration of Link 16 Advanced Capabilities with the Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) into the MH-60 Romeo (R) and Sierra (S) aircrafts for the United States Navy (USN) and Royal Australian Navy (RAN). The projected period of performance is January 2022 through July 2023. The place of performance will be in Owego, NY.

This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” LM RMS is the sole, designer, manufacturer, developer, and system integrator for the MH-60R and S aircrafts and is the only known source with the requisite knowledge, experience, facilities, and technical data required to integrate  the Link 16 capability without substantial duplication of costs to the USN.  

Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the work for the NRE listed requires a substantial initial investment. However, the Government may consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
