The U.S. Government Publishing Office (GPO) seeks other than full and open competition and intend to award a sole source contract to the incumbent contractor: Uno Seisakusho Co. LTD. USC, will be required to continue providing the following ongoing professional services: JUKI sewing modificaiton on UNO4-A machines. .

The statutory authority permitting the sole sourcing of services is MMAR 6.302-1, 41 U.S.C. 5(3), "Only one responsible source and no other supplies or services will satisfy agency requirements". This notice is neither a request for proposals nor a solicitation of offers. A determination by the government not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the government.
