Sources Sought for Commercial Item Purchase – Juniper Network Devices
I. Description of Project:
The primary goal of Public Safety Communications Research (PSCR) Division is to solve the public safety communities’ most critical issues including indoor/outdoor coverage, local control, deployable technologies and network priority. A highly reliable, supportable and flexible core research network is essential to the confidentially, integrity and availability of PSCR’s projects by providing research engineers the means to securely execute, store, access and backup project data. The project creates a 700-MHz Safety Broadband Demonstration Network to provide manufacturers and first responders a location for early deployment of their systems in a multi-vendor, neutral, host environment.
II. Scope of Work:
The contractor shall provide the hardware and software as listed below in paragraph III.

IV. Delivery: Delivery to be to be completed 30 days after receipt of order (ARO).
V. Period of Performance: Per terms of software support packages listed above.
VI. Warranty/Maintenance: Per terms of software support packages listed above.
VII. Service Calls: Per terms of software support packages listed above.
VIII. Performance Requirement Summary: NIST PSCR network personnel shall demonstrate that all performance standards in this statement of work have been met once the software is installed.
IX. Patent Rights: The Government retains a Government use license to all inventions arising from this work.
X. Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the TPOC, COR, and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify small businesses with the requisite qualifications to meet the requirements of the item stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum requirement (see Technical Specifications above), NIST may conduct a small business set-aside competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition will be solicited as a small business set aside. NIST is seeking responses from all responsible small business sources (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 541549 (Other Computer Related Services,)
The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that can provide the product identified.
Interested small business organizations that believe they can meet the requirement should submit electronic copies of their capability statement. Please limit responses to three (3) pages or less. Responses should include the following information:
1. Name of company that will provide product.
2. Name of company that will manufacture the product.
3. Spec sheets and examples of products that meet the specifications.
4. Typical lead time to deliver the product after receipt of order.
5. Any other relevant information that is not listed above which the Government should consider in developing our minimum specifications and finalizing our market research.
Any proprietary information should be clearly marked. The written capability statement should be received by the Contracting Officer no later than 3:00 pm MST 23 March, 2017. The capability statement shall identify the business status of the organization.
