The Naval Facilities Contracting Office (NAVFACCO), Port Hueneme, CA intends to make a sole source award to RiCarl Design of Camarillo California to provide design, engineering, technical support, and manufacturing of Internal Locking Device (ILD) systems. The contractor’s experience includes working with the ILD systems with the Naval Facilities Engineering Service Center (NFESC). The contractor currently holds a SECRET CLEARANCE, which is required in order to perform some of the efforts and in order to have access to information and areas that are classified as secret. The authority for this sole source procurement is cited in FAR 6.302-1, in that RiCarl Design is the only known source with the knowledge required to provide these services. This is not a request for competitive proposals and no solicitation is available. Firms that believe it can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 14 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose to notify. This procurement is being issued using the Simplified Acquisition Procedures (SAP), FAR Part 13.
