This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government’s need.  The contract will be for a one (1) year base period and two (2) option years.

The North American Industrial Classification System (NAICS) code for this procurement is 532490, “Other Commercial and Industrial Machinery and Equipment Rental and Leasing,” with a small busines size standard of $35M.  The FSC/PSC is W065, “Lease or Rental of Equipment – Medical, Dental, and Veterinary Equipment and Supplies.”

The Department of Veterans Affairs intends to solicit and award a sole source contract for the lease and maintenance of Two (2) Karl Storz Flexible Intubation Video Endoscopes to L1 Enterprises, 618 West Patrick Street, Frederick, MD 21701. There are no other source of supply/service that will satisfy agency requirements. The endoscopes will be used at the VA Central California Health Care System:

Flexible video endoscopes are highly precise optical/electrical devices made of high-grade composites.  The repair and preventative maintenance of these endoscopes require highly specialized equipment afforded and designed by manufacturers.  Karl Storz is the original manufacturer of the 11302BDXK model which was previously leased by our station and has an extensive inventory of loaners if repair is needed, and loaner return is required.  Additionally, as our station currently owns one 11302BDXK model endoscope, the lease of supplementary endoscopes (of the same make and model) allows for uniformity of equipment and thereby, ensures the item’s compatibility with current OR equipment/consumables on station, as well as assures that our station has appropriate equipment/process in place to perform reprocessing/sterilization.

The VA Central California Healthcare System, Fresno VAMC seeks to establish a full-service lease of the following endoscopes:

1.  Twelve (12) months 11302BDXK FLEX INTUBATION VIDEO ENDOSCOPE F/CMAC 4.0MM x 65CM W/1.5MM CHANNEL W/SUCTION

2.  Twelve (12) months 11302BDXK FLEX INTUBATION VIDEO ENDOSCOPE F/CMAC 4.0MM x 65CM W/1.5MM CHANNEL W/SUCTION

3.  Twelve (12) months SERVICE LEASE CONTRACT for #1 above

4.  Twelve (12) months SERVICE LEASE CONTRACT for #2 above

 Any responsible source that feels it is capable in performing this requirement may submit a quote (monthly per scope) for the above listed items and describe and/or submit documentation to support your capabilities.  The response will be considered by the agency.  If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM.  If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the non-manufacturer rule.  Responses should be submitted to Brian K. Fritz at [email protected] no later than October 12, 2022 at 12:00 PM PDT to be considered.  If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102.
