The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price contract for the Keswick, Shasta and Trinity Dam Vehicle Barriers. This procurement is set-aside for Total Small Business, and will be an Invitation for Bid (IFB) using FAR Part 14 Sealed Bidding procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $36.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $500,000.00 and $1,000,000.00. This procurement will require a bid guarantee and 100% performance and payment bonds. Work is located at Shasta, Trinity and Keswick Dams.

PRINCIPAL COMPONENTS OF WORK:

The work requires the procurement and installation of 3 new complete automated vehicle barrier systems linked to associated monitoring/alarm/notification system. The (2) existing pop-up barriers at Trinity Dam and Keswick Dam are past their useful lives. The intent is to replace the existing pop-up barriers with a K12 Rated Dropdown Arm Barrier. The Shasta existing barrier (next to the Guard Office) is a K4 rated barrier. The intent is to replace the existing barrier with a K12 rated barrier.

Work under this contract shall include the design, procurement, installation, testing and commissioning of the vehicle barrier systems with a Department of State SD-STD-02.01, Revision A rating of K12 or ASTM F 2656-07 rating of M50.

Solicitation R17PS00648 will be posted electronically via www.fedbizopps.gov on or about April 25, 2017. The date for receipt of bids will be approximately May 25, 2016. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed.

Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award.

Contract performance period is expected to be 700 calendar days from Notice to Proceed.
