The Naval Air Systems Command (NAVAIR) intends to award a sole-source Firm Fixed Price (FFP) delivery order to Rockwell Collins, Inc. (RCI) to furnish the necessary labor, equipment, and material required to procure, produce, install and test the KGR-72 VLF Receiver A & B Kits into 14 E-6B aircraft, two Mission Avionics System Trainers (MASTs) and the Block I Weapons System Trainer (WST). Additionally, a Cost Plus Fixed Fee (CPFF) Line Item for implementation of the Special Mode A (SMA) readiness into all KGR-72's installed in the E-6B aircraft (16 aircraft), the Systems Integration Lab (SIL), Contractor development lab, and the associated trainers and spares will be procured under this delivery order modification. RCI is the original designer, developer, and manufacturer of the KGR-72 and is the only source with the requisite technical data necessary to build and integrate the kits and the SMA. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
