**The following special notice is issued to allow interested contractors the opportunity to visit the construction site Fall of 2019 prior to snowfall.  It is anticipated the construction RFQ project will be advertised in Winter/Spring of 2020 when the project site may not be accessible.  Project is subject to finalizing design, forest prioritization of projects and availability of funding. **

KLOOCHMAN DECOMMMISSIONING

SECTION C – GENERAL SPECIFICATIONS

C.1      SCOPE

The U.S. Forest Service, Okanogan-Wenatchee National Forest servicing Region 6 has a requirement to decommission a section of road approximately one (1) mile long, that is impacting water quality and fish habitat on the Kloochman Creek area. The Kloochman Creek area is located in Chelan County Washington on the Entiat Ranger District of the Okanogan-Wenatchee National Forest.

The project work is anticipated to require the following: Culvert removal to include dewatering, earthen berm construction, waterbar construction, seeding, roadway obliteration, roadway and drainage re-contouring.  Some additional clearing and brushing may be required for equipment access to the Kloochman Creek Culvert crossing.

The contract standards for construction will be the U.S. Department of Transportation, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects: FP-14” and include applicable Forest Service “Supplemental Specifications” that amend the FP-14. The contractor will be required to meet these standards with all work.

Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies, necessary to perform all work described in accordance with drawings and specifications of the contract. Contractor will be paid for actual work performed.

The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, and waste reduction. In addition, make use of recovered materials that are environmentally preferable, and are made from bio-based materials (e.g. insulating foam, composite panels, concrete with fly ash, wood and concrete sealers) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered.

The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. The Contracting Officer may adjust the work limits based on existing conditions and funding requirements as needed.

Award will be made in sufficient time for planning and preparation with on-site work expected to start on or around July 16, 2020. The instream water work window is from July 16-31, 2020. An extension of the in-water work window may be granted but is not guaranteed. Contractor will have 20 days from the issuance of a Notice to Proceed to complete all required work and must be completed by November 1, 2020.

A firm-fixed price contract is contemplated requiring submission of both past performance and quote. Award will be made to the offeror whose quote offers the best value to the Government.

C.2      LOCATION OF WORK

The Project site is located on Entait Ranger District of the Okanogan-Wenatchee National Forest. To acces the project area from the town of Entiat, Washington, head west on Eniat River Road for approxiamtely 9.8 miles before turning left onto Mad River Road.  Follow Mad River Road for appromixaly 2 miles then turn left on Forest Road 58 (French Corral/Tillicum Road) for approximaltey 3.2 miles to the junction of Forest Road 58 and Road 5800310 and north end of the project site. The 5800310 spur takes off the 5800 road in T 26 N R18 E S 27, (47°43’17.8” N, 120°26’19.1” W).
