The U.S. Office of Personnel Management's (OPM), Facilities, Security and Contracting (FSC), Contracting Group, has a requirement for a vendor to provide continued and uninterrupted support to over 40 federal agencies with a Firm Fixed Price a la carte service in support of Government online learning, Web 2.0 collaboration, the Open Government Initiative, Knowledge Management Initiative, and other online collaboration and support services for a period of one year (six month base + one six month option). OPM intends to issue a non-competitive Blanket Purchase Agreement (BPA) to Powertrain, Inc., 8201 Corporate Drive, Suite 580, Landover, MD 20785-2243.

A BPA was established with Powertrain Inc., on May 6, 2009, however, the current BPA expires December 31, 2011. Therefore, to assure continuity of service in the interim while a competitive action is conducted, a one year bridge contract is anticipated. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106-1 (b) (1) - For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

The North American Industry Classification System (NAICS) Code for this requirement is 541519.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Majesta J. Hartley [email protected] within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Central Contractor Registration (CCR) database prior to execution of award. If no competitive responses are received, an award will be made to Powertrain, Inc.
