Notice of Intent to award to 8(A) 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy Colorado, intends to award a brand name only commercial purchase order in accordance with FAR Parts 12 & 13. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14, 22 Nov 06. The North America Industry Classification System Code [NAICS] is 423450 and the size standard is 500 employees. The government intends to award a name brand commercial delivery order to Goldbelt Raven LLC, using the existing ARMEC (Army Research Medical Equipment and Consumables) contract. The requirement is to purchase: KODAK RVG 6100 SIZE # 2 (6 EA) P/N: 6100-SEN2-ONLY, KODAK RVG 6100 #1 SENSOR (4 EA) P/N: 6100-SEN1-ONLY and UID services (20 EA). The justification for the brand name requirement is as follows: Kodak sensors provide digital imagining of dental X-ray?s that can then be globally accessed on the dental digital radiology system (DDRS). This unique sensor is the cutting edge of technology and improves the efficiency, productivity, and profitability of USAFA dental clinic. Our requirement is for the sensor that provides an image that is superior to film. The use of digital radiography will significantly improve the overall quality of care given to our patients. Film images are instantaneously produced, speeds up clinical diagnosis, decreases patient waiting time, and increases efficiency. This will eliminate the cost of film and the need for conventional film processing and will decrease chemical hazards (lead & chemistry) as well as hazardous wastes. Kodak is the most versatile integration system on the market with the best image quality. All responsible sources may submit a response, which if timely received, will be considered by 10MSG/LGCB. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Any company that feels they can provide an equal product that meets all the governments requirements as stated above must submit their technical data (2 pages or less) to support their claim no later than 19 May 2008 at 0800 hour Mountain Time. The Government does not intend to pay for any information provided under this synopsis. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
