NASA/GSFC has a requirement for ship time services for 2 Korean Oceanographic research vessels (R/V Onmuri and R/V Jang Mok) for an 18 day period to accomplish the KORUS-OC (Korean-U.S. Ocean Color) field campaign in May 20-June 06, 2016 in ocean waters surrounding the South Korea peninsula.
NASA/GSFC intends to purchase the items from the Korean Institute of Ocean Science and Technology (KIOST). To our knowledge, only Korean vessels are permitted to collect measurements within Korean coastal waters.
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR PART 13.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 16, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
