Naval Information Warfare Center Pacific
(NIWC PAC) is seeking small business firms
with current relevant knowledge, experience
and capability to provide Capabilities Based
In-Service Engineering Agent (CB-ISEA)
services for the Meteorological and
Oceanographic (METOC) systems assigned
to the METOC Capabilities Based (CB) ISEA,
Foreign Military Sales (FMS) systems, and
Expeditionary and Joint systems, projects
and tasking engaged in worldwide
operations, ashore and afloat. The METOC
CB-ISEA is responsible for the life cycle
sustainment of fielded systems through End-
of-Life (EOL) and to ensure all systems are
operationally capable to meet their intended
mission requirements. The support will
include tasks for the following services:
Software Maintenance, Technical
Sustainment Support, Logistics Support,
Sustainment Engineering, Modernizations
Support, Program Management Support,
Training Services and Certification
Authority. A DRAFT Statement of Work
(SOW) and Information Requested by the
Government can be reviewed at: https://e-
commerce.sscno.nmci.navy.mil/. The
potential level of effort for the requirement
is approximately 45.25 Full Time Equivalent
per year (1 FTE = 1,920 hours per year),
for a total of five (5) years inclusive of
options. The North American Industry
Classification System (NAICS) Code is
541330 Engineering Services, and the
Small Business size standard is $38.5
Million. Interested small business firms are
invited to respond to this sources sought
announcement by providing an information
statement that addresses the areas of
emphasis in the attached RFI for Services
Procurements. The attached RFI for
Service Procurements sets forth the
requirements for response submission. A
determination as to whether a potential
acquisition will be a set-aside or full and
open competition will be based upon
responses to this notice. The deadline for
submission of capability information is 23
August 2019, 12:00 Pacific Standard Time.
Capability information is to be submitted via
electronic transmission as specified in the
attached RFI. NIWC PAC may not evaluate
offeror submissions that do not comply with
the submission instructions. NIWC PAC will
evaluate offeror submissions that comply
with the submission instructions as further
specified in the Governments Information
Request. If insufficient responsive qualified 8
(a) firms indicate interest, the Navy will
review responsive qualified small business
firms for issuance of a competitive small
business set-aside solicitation. If insufficient
qualified small business firms indicate
interest, the Navy may procure the services
through unrestricted full and open
competition. Each respondent to this notice
will be notified in writing of the set-aside or
unrestricted decision made for this
