Project Scope
GENERAL INFORMATION
Title of Project: Piano Player needed for weekly non-denominational protestant Christian Chapel Services, quarterly Memorial Services, and other required Special Religious/Spiritual Services. Requirement located at Sheridan Veterans Affairs Health Care System (SVAHCS), 1898 Fort Road, Sheridan, Wyoming 82801
Scope of Work: Contractors shall provide musical and instrumental piano support for weekly non-denominational protestant Sunday Chapel Services, as well as other Religious/Spiritual/Worship Services to be determined.
Performance Period: The Government intends to award a Firm-Fixed-Price Contract. The period of performance will be on base year and four (4) one-year pre-priced option years. Performance will be monitored by the Chief, Chaplain Services and/or Contracting Officer, to ensure that it adheres to all requirements and standards listed.

Place of Performance: Sheridan Veterans Affairs Health Care System (SVAHCS), 1898 Fort Road, Sheridan, Wyoming 82801. The Chapel Complex is located in Building 7.
Hours of Work: Normal operational hours for the Sheridan Veterans Affairs Health Care System (SVAHCS) is 7:30 am to 4:00 pm. Normal Sunday Chapel Services, which the Piano Player would be in support, are from 9:00 am 10:00 am. Rehearsal is normally performed 30 minutes prior to the Sunday Chapel Service. Scheduled Memorial Services are conducted on the third Thursday of the months of February, June, and October each year from 11:00 am -12:00 am.
PERFORMANCE STANDARDS:
Piano player (contractor) shall be able to adapt to different worship styles and request from different chaplains.
Provide musical and instrumental piano playing support for weekly non-denominational protestant Chapel Services, quarterly Memorial Services, and Special Religious/Spiritual Services to be determined.
Contractor should have 3 years experience with piano performing.
Participate in rehearsals in support of the weekly non-denominational protestant Chapel Services and requested special events to be determined.
Communicate with Chaplain Services weekly regarding scheduling and attendance in support of the weekly Chapel Service and requested special events.
Maintain required musical knowledge in support of Chapel Services by improving and expanding a diverse repertoire of patriotic, religious, and spiritual songs.
Maintain professional rapport with Chaplain Staff, Chapel Volunteers, and Chapel Service attendees.
Complete required TMS (Training Management System) courses that have been assigned and within the assigned timeframe.

In accordance with VHA DIRECTIVE 1111 (Spiritual and Pastoral Care in the Veterans Health Administration):
Providing musical and instrumental support for weekly non-denominational protestant Sunday Chapel Services, as well as other Religious/Spiritual/Worship Services, as required, is essential to the Chaplain Services program that is provided to Veteran Patients and their families:
To ensure that Veteran Patients (both inpatients and outpatients) and their families receive access to clinical pastoral and spiritual care for those who desire or request to attend Chapel Services
To ensure that hospital, domiciliary, and nursing home Veteran Patients constitutional right to free exercise of religion is protected; and
To protect Veteran Patients from having religion imposed upon them.
Because spirituality is an important dimension of health for many Veteran Patients and their families, it must be addressed and considered in all components of the VHA Mission, including patient care, research, emergency preparedness, and health care education. Chaplains provide expertise in health care ethics and meet with, and in limited situations provide care to the Veteran Patients families and loved ones (see subpar 2e(1-6))
