Scope of Work Distance Learning Broadcast Technical Support Purpose: This scope of work describes the Distance Learning Broadcast Technical Support required by the National Park Service Distance Learning Program to operate the NCTC (National Conservation Training Center), U.S. Fish and Wildlife Service studio, located in Shepherdstown, West Virginia. Background: The National Park Service Training and Development Distance Learning Program (TEL - Technology Enhanced Learning) provides training via Distance Learning to National Park Service (NPS) field offices nationwide, as well as downlinks of the Fish and Wildlife Service and the Bureau Land Management. Responsibilities: The Contractor shall provide "Technical Support" for Distance Learning Broadcasts for the following categories: Technical Director operating the following equipment: SONY BK DS 2010 switcher; Chyron-Maxine using Winfinite programming; LEITCH Still File; Remote Control Cameras; PowerPoint Graphics; Sony DME. Audio Technical operating the following equipment: Soundcraft SAC 200 Audio Board; GETN Telephone system; GENTNER Phone System; SONY CD player. Production Assistant operating a: Studio Camera BVP-550, Maxine Chyron, GENTNER Phone System and Phone Screener, and QTR Teleprompter. The TEL staff will provide the following: è·¯ A complete description of each task to be accomplished, including date and an estimate of time involved. è·¯ Oversight for each task è·¯ All equipment and expendables. è·¯ Evaluation and feedback of the quality of work performed. Ordering: TEL will provide the contractor with a complete description of all tasks to be accomplished, by quarter, including dates and an estimate of the time involved. The Contractor will respond within three working days indicating availability. Costs will be determined by the hourly rates determined by this contract. Payment: The contractor shall submit monthly invoices. Payment will be made by electronic funds transfer. Estimated Workload: In Fiscal Year 2003 Technical Director and Audio Technician were used about 600 total hours, contractor should anticipate a similar workload in Fiscal Year 2004. This schedule may vary, with a minimum of 72 hours notice of upcoming workloads being given. Instructions to Offerers: Submission of Offers: The contractor's education, experience and past performance in the qualifications stated below: Definition of Experience: The Government will evaluate each vendor's experience on the basis of its breadth, its depth, and its relevance to the work described. Include references working with federal agencies and federal personnel. Definition of Past Performance: Past performance is a measure of the degree to which a vendor satisfied its customers in the past. Such items of concern are timely performance, quality of work and professionalism. This also includes references working with federal agencies and federal personnel. Definition of Cost: Pricing information should be given in cost per hour. Any travel cost to and from the National Conservation Training Center in Shepherdstown, WV or any per diem shell be incorporated into the contractors hourly rate. Vendor's Qualifications Primary Qualifications for Contractors Technical Director Document experience as technical director on: SONY BK DS 2010 switcher. Chyron Maxine using Winfinite programming; LEITCH Still File; Remote Control Cameras; PowerPoint Graphics; and SONY DME.. Audio Technician Documented training on: Soundcraft SAC 200 Audio Board; GETN Telephone System; GENTNER Phone System, and SONY CD Player. Production Assistant Documented experience in the operation of Chyron, Teleprompter, Camera, and Gentner Phone System. Evaluation: Vendors will not be considered for award if they do not meet the primary qualifications. Vendors will be evaluated based on meeting the (1) Primary qualifications (2) Cost, in that order. Award: Award will be made to the vendor who provides the best value to the government based on the evaluation of primary qualifications and cost. A Purchase Order will be issued for a one year period with four option years. The Government is only obligated to the extent of actual calls placed to and accepted by the vendor.
