The government intends to award a contract under Other Than Full and Open Competition Procedures to Beltec Services. This procurement is in accordance FAR Subpart 13.5. The Contractor shall provide the necessary level of professional and technical support required satisfying the overall operational objectives of the Engineering Department. The Assault Craft Unit Four (ACU-4), Naval Amphibious Base Little Creek, Virginia has a requirement for an onsite representative (contractor) for the purpose of providing expert technical assistance and training to U.S. Navy personnel pertaining to the TF40B and ETF40 marine gas turbine engines. This effort is essential in enabling ACU-4 to maintain its personnel and craft in a “full mission capable” condition of readiness. The contractor is required to have a working knowledge and established experience with NAVSEA, Coastal Services Systems (CSS), and ACU-4, possess a working knowledge of the environment the Gas Turbines Engines are operating in so that recommendations for updates and changes can be provided, possess a thorough understanding of TF40B and ETF40 Marine Gas Turbine engine operation, troubleshooting both electrically and mechanically, as well as maintenance and performance guidelines, to provide analysis and recommendations for changes to maintenance practices, and to be proficient in the preventive and corrective maintenance requirements associated with the TF40B and ETF40 Marine Gas Turbines and to be able to train Navy personnel in the proper usage of the Honeywell TF40B and ETF40 Marine Gas Turbines, T62T-40-7 APU and the LCAC ancillary gas turbine systems. The resulting contract will be for the base period of May 1, 2004 through April 30, 2005 with two additional option years at the government’s discretion. NAICS 541330 applies with a size standard of $23 million. This requirement will be issued under full and open competition in accordance with FAR, Part 6.1. FAR Clause 52.217-8 Option to Extend Services, and FAR Clause 52.219-4 Notice of Evaluation Preference for HUBZone Small Business Concerns shall be incorporated into the solicitation/contract.
