The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other than full and open competition for Labkey analysis software with Labkey Software, 617 Eastlake Ave, Seattle, WA.  All responsible sources who are certified by Labkey Software as authorized third party resellers may submit a proposal. The vendors shall provide certification from OEM that they are authorized reseller for this software. All responsible sources may submit a response that will be considered. This will be a firm fixed price contract in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
