This notice is a Notice of Intent (NOI). The Government intends to negotiate on a sole source basis with Harlan Laboratories Inc. for the procurement laboratory animal feed and bedding for the Comparative Medicine Branch (CMB), Bethesda, MD campus. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued.

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP) and FAR 6.302 Circumstances permitting other than full and open competition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-76 July 25, 2014.

The North American Industry Classification System (NAICS) code for this procurement is 311119, Other Animal Food Manufacturing, with a small business size standard of 500 employees. A small business set aside is not applicable.

The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Harlan Laboratories Inc. a 4 weeks estimated supply of feed and bedding for the CMB and the laboratory animals currently on site. The order period is 09/15/14 - 10/13/2014. The order is for multiple deliveries during the order period. Deliveries are to be scheduled weekly, to 5 distinct delivery locations on the Bethesda, MD NIH campus. Deliveries are needed on Mondays (BLDG 14BS) and Thursdays (BLDGs: TW3, TW2 4 and 33) per individual delivery request submitted the week prior. Teklad lab animal diets and bedding materials will be procured for, but not limited to, rodents, rabbits, ferrets and chickens.

This order covers the bona fide need for feed and bedding for the remainder of the 2014 fiscal year and the period through late September and early October subject to system blackout dates.

Harlan Laboratories is the manufacturer and sole distributor of the Teklad animal diets and bedding. Feed and bedding selections require prior scientific justification from the Private Investigators and the facility veterinarian. It is imperative that a ready supply of pre-approved types of nutrition and bedding materials are available. Changes in diet introduce new variable and this would adversely affect the animals and the research being conducted. All scientific variables must be reduced to ensure repeatable and reliable results.

The government intends to a firm fixed price purchase order to the responsible contractor as a result of this notice of intent will include the terms and conditions set forth herein. The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
