The USDA, Agricultural Research Service intends to negotiate solely with Picometrics, 185 Alewife Brook Parkway, Cambridge, MA under the authority of FAR 6.302-1 to obtain a Laser-Induced Fluorescence Detector that is compatible with and must interface with the existing Model Number G1602BA Agilent Capillary Electrophoresis System currently in use. Picometrics is the sole provider of the Zetalif Evolution Detector that meets the compatibility and interface requirement. A determination by the Government not to compete this requirement based on response to this notice is solely at the discretion of the Government in accordance with FAR 13.106-1(b)(1) based on only one vendor capable of provided the requested equipment. Interested parties with demonstrated capability and financial capacity to provide such equipment must submit a written substantive statement outlining capabilities and qualifications to perform this effort to the identified point of contact by 3p.m. on May 9, 2008. This notice is not a request for competitive quotes. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely at the discretion of the Government.
