This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 1493444 and solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. Delivery and acceptance will be at Bethesda, Maryland. The National Institute of Mental Health (NIMH) has a requirement for a Laser System for Multiphoton Microscopy. The system has the following requirements: 1) Solid-state single frequency 18W green pump laser, 2) Sealed Titanium: Sapphire (Ti:S) Kerr lens modelocked oscillator, 3) Dispersion compensation stage, 4) Actively-controlled interface for the system, 5) Solid-state chiller and 6) Dual interface (manual and/or computer) to allow for experimental integration. The provisions at 52.212-1, Instructions to Offerors Commercial Items, is applicable. The provisions at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria: (1) Ability to meet technical specifications and (2) Ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Item, with its offer.
