This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Part 13 using Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation WILL be posted to SAM at https://sam.gov/.

The RFQ number is N4215822QS028. This solicitation documents and incorporates provisions and clauses in effect though FAC 2022-04 and the DFARS Change notice 20220128. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

The Norfolk Naval Shipyard (NNSY) requests responses from qualified small business sources capable of providing the parts that are identified in the attached Statement of Work (SOW).  The Government intends to solicit and award on a Small Business Set-Aside in accordance with FAR Part 19.

The Submarine and Availability Support Division, C451, Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to negotiate a Firm Fixed-Price contract on the following item(s): LINE ITEM 0001-LASHING STRAPS (SEE ATTACHED STATEMENT OF WORK FOR SPECIFICATIONS AND TECHNICAL CAPABILITES STATEMENT) FOR Naval Station Norfolk, Norfolk, VA. 

Period of Performance (POP): 

Base Period: April 14, 2022 – August 15, 2022

Place of Performance is Norfolk Naval Shipyard.  

Interested parties may identify their interest and capability to respond to the requirement and submit quotes.  Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/.

To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms..  An award will be made based on Lowest Price Technically Acceptable (LPTA). Each quote must clearly indicate the capability of the vendor to meet all specifications and requirements in the SOW. Vendors shall provide a detailed (unpriced) capabilities statement for review and acceptance by the Technical POC. Responses to this solicitation are due by 5:00 pm EST on April 5, 2022. Quotes shall be valid for sixty (60) days (at minimum).
