The Internal Revenue Service (IRS) intends to award a sole source purchase order award to LexisNexis, a division of Reed Elsevier Inc. (formerly Image Capture Engineering Inc.) This vendor provides maintenance and technical service to users of their LAW Premium Scan Edition software. Current market research indicated that this vendor is the only provider of LAW Premium Scan Edition, and, that LAW Premium Scan Edition may be âproprietaryâ to this vendor.
Vendors who may be capable of providing the required services may submit their company information, system data and a clear and convincing proposal that explains their
ability to furnish the requirement. Responses to this notice must be received on or before
the indicated response date and time given for this notice. All responses should

Vendorsâ proposals should not exceed six (6) pages. Vendors must include the subject and requisition number on their title page to their proposals. Vendors that submit proposals in response to this notice are not guaranteed an award for this requirement. The IRS will make the determination if this requirement shall be competed among responsible vendors capable of providing the service. Vendor proposals received will be considered solely for the purpose of making this determination. No award will be made on the basis of any quotations, proposals or other information received in response to this notice. Additionally, the IRS will
not reimburse the cost of proposal preparation. Submitted proposals will not be returned..
