This item will be solicited on an Unrestricted basis. This solicitation will result in the award of one (1) Firm-Fixed Price, Definite Quantity and Delivery type contract for the following requirement:

Total Quantity: 80,000 EACH (EA)
Production lead-time: 150 days
Number of Deliveries: 4 (20,000 per month)

The solicitation will required the submission of (one) Production Demonstration Model (PDM), size: Medium - Regular. PLEASE NOTE: OFFERED PRODUCTS MUST BE MANUFACTURED DOMESTICALLY FROM 100% DOMESTIC PRODUCTS.

Best Value Source Selection Procedures will be used for award evaluation purposes. The following Non-Cost or Price Evaluation Factors will be utilized, which are listed in descending order of importance:

1. Technical/Risk Evaluation Factor: PDM including the following sub-factors, which are of equal importance:

Group A: Examination of end item
(a)Manufacturing Operations
(b)Visual Examination
(c)Dimensional Examination

Group B: Conforming test report for shell and batting material
(d) Complete Test Data Report of shell (outside material) IAW GL/PD-06-07A
(e) Complete Test Data Report of batting material IAW GL/PD-06-07A.

2. Past Performance Evaluation Factor: Performance Confidence Assessment including the following aspects, which are of equal importance:

a. Recency Aspect
b. Relevancy Aspect
c. Quality/Delivery Performance Aspect including the following elements, which are of equal importance:
i. Quality of Items
ii. Delivery Performance

NOTE: All evaluation factors, when combined, are significantly more important than price. As the evaluation factors ratings become more equal, price becomes more important.

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services.
