The Federal Executive Institute (FEI) is the federal government's premier leadership development center for executives. Since 1968, FEI has provided executive education programs for GS-15s and members of the Senior Executive Service (SES). At present, these programs include a four-week Leadership for a Democratic Society (LDS) program, offered ten times per fiscal year, and a variety of open-enrollment and custom-designed program offerings. FEI offers residential programs on its campus in Charlottesville, VA, as well as delivers the FEI experience at selected venues nationally and internationally.
In support its mission the Federal Executive Institute intends to issue a purchase order to The Booth Company, 4900 Nautilus STE 220 Boulder, CO 80301, to provide the Leadership Competencies for Managers (LCM) Instruments and processing for the USAID Emerging Leader Program for the period of date of award through September 30, 2013.
FEI has been providing leadership training programs to U.S. Agency for International Development's (USAID) managers and emerging leaders over the past ten (10) years, using the LCM Instruments to assess their leadership and management performance. To ensure standardization of USAID's measurement of their leadership and management performance and to be able to benchmark against data collected for their peer groups it is in the Government's best interest to award a non-competitive purchase to the Booth Company. Also, the Booth Company is the only known authorized vendor that can provide the Leadership Competencies for Managers Instruments.

THE PURPOSE OF THIS NOITICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Bonnie Boston [email protected] within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to The Booth Company.
