Request for Proposal - City of Bloomington, Illinois Sealed proposals will be received via the City’s e-Procurement Portal, OpenGov (https://procurement.opengov.com/portal/cityblm), until Wednesday, October 4, 2023 at 10:00 am Central time, for the following: RFP #2024-18 Lead Based Paint Inspector – Risk Assessor Proposal documents are to be obtained from the City's e-Procurement Portal. Offerors shall create a FREE account with OpenGov Procurement by signing up at https://procurement.opengov.com/signup. Once account registration has been completed, browse back to https://procurement.opengov.com/portal/cityblm, click on "Submit Response", and follow the instructions to submit the electronic proposal. Only Offerors following the project, with an active account, are eligible for the contract award. The City of Bloomington reserves the right to reject any and all proposals and to waive technicalities. The award will not be based solely on the “low proposal.” The award will be based on the criteria for selection contained within this document. The City of Bloomington requires all Offerors doing business with the City not to discriminate on the basis of race, age, color, religion, gender, ancestry, national origin, marital status, mental or physical disability unrelated to ability, familial status or sexual orientation.
