This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number AG-95cv-s-11-0007 and a statement that the solicitation is issued as request for quotation (RFQ).
(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30.
(iv) No set-aside and the associated NAICS code 334516 and business size standard 500.
(v The government anticipates a firm fixed price contract for
1. First year (12) months Lease Liquid Chromatograph, Triple Quadrapole Mass Sensitive Detector, Gas Generator, Operating Software, On-Site training with service plan. With trade in of AB Sciex API2000 MS/MS.

6. Option purchase all of the equipment under lease for $1.00 to be exercised 30days before the end of option year four line item 5.

(vi) Description of requirements for the items to be acquired.
Requirement for a five year lease to own Lease Liquid Chromatograph, Triple Quadrapole Mass Sensitive Detector, Gas Generator, Operating Software, On-Site training, installation with service plan. The above is to be funded each year if funds become available subject to FAR Part 52.223.18. In the event we are unable to exercise an option the equipment will be made available to the leasing firm for removal at the expense of leasing firm. At the end of option year four line item 6 the Gov. reserves the right to purchase all of the equipment for $1.00. In the event the Gov. does not wish to purchase for $1.00 or is unable to exercise an option the equipment he leasing firm will be responsible for removal of the instrument at the leasing firm's expense.

1. Liquid Chromatograph
a. Size: benchtop-approximately 28" wide, 30" tall and 60" long.
b. Shall be computer controlled for automated operation. The analyzer shall be programmable for continuous and unattended operation
c. Software control of instrument capable of automating both data acquisition and data processing
d. Software tools to assist in compliance with EPA's Good Laboratory Practices or FDA 21CFR Part 11
e. Software which integrates with MS/MS
f. Column warming "oven" or thermostatted column compartment
g. Automated sampling/injecting with the ability to sample from at least 25 vials.
h. At least a binary pump
i. Solvent degassing capabilities
2. MS/MS
a. Triple quadrapole mass selection
b. Atmospheric Pressure Chemical Ionization (APCI) and Electrospray (ESI) sample introduction or a single sample introduction probe which does both.
c. Direct syringe injection valve port to include a syringe pump
d. Signal to noise ratio of greater than 500:1
e. Sensitivity of ~500 femtograms of reserpine with signal to noise > 250:1
f. Mass range of 5-1000 minimum
g. Capable of monitoring multiple mass transitions simultaneously
h. Software capable of interacting with LC
i. A gas generator capable of supplying all required gasses for the operation of the instrument
3. Service
a. Includes instrument setup and performance verification. The vender will provide up front installation requirements to location following contract award
b. Service at least 4 years from time of delivery
c. To include regular preventative maintenance
d. To include the replacement of defective parts
e. To include travel and on-site charges for technician

(xi) The FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
