Defense Human Resources Activity (DHRA) intends to award a contract on a sole source basis for Legislative Monitoring to the following contractor:

Reed Elsevier Inc, dba LexisNexis 9393 Springboro Pike, Miamisburg, OH 45342-4425

The contract will be awarded in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached PWS may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed contracts based upon responses to this notice is solely within the discretion of the Government.
