(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation, 12619718Q0023, is issued as a request for quotation (RFQ) in accordance with FAR Part 13.
(iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/ or at https://www.acquisition.gov/.
(iv) This RFQ is unrestricted and posted as Full and Open competition. The NAICS code is 561621.
(v) This requirement is the United States Department of Agriculture (USDA), National Laboratory for Agriculture and the Environment (NLAE) to purchase the following items in the following quantities:

(viii) The provision at 52.212-1 Instructions to Offerors - Commercial (Jan 2017) applies to this solicitation.
(ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. Evaluation of Best Value will be made in accordance with FAR Part 13 where price, technical capability, and past performance are the factors. Award will be where technical capability and past performance are more important than price.
(x) The provision 52.212-3 Offeror Representations and Certifications - Commercial Items (Jan 2017) applies to this solicitation. The contractor shall be currently registered in SAM at www.sam.gov and, either complete the on-line Offeror Representations and Certifications www.SAM.gov or return a completed copy of the Offeror Representations and Certifications with their quotation.
(xi) The clause at 52.212-4 Contract Terms and Conditions - Commercial Items (Jan 2017) applies to this acquisition.
(xii) The clause at 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items (Jan 2017), applies to this acquisition. See the attached addendum for the applicable FAR clauses identified in FAR 52.212-5 which are checked.
(xiii) Additional contract requirements, provisions, and clauses:
Quotation packets shall include copies of certifications for the company on Lenel systems. Company shall also include key and other personnel's (that will be working on this contract) list of certifications and experience level in working with similar systems specifically Lenel (speaks to Technical Capability).
Quotations packets shall also include a minimum of 2 references for current work similar to the work described in the addendum. References shall include a point of contact with first and last name as well as the phone number and email address (speaks to Past Performance).
Additional provisions and clauses can be found in the addendum attached.
(xiv) The Defense Priorities and Allocations System (DPAS) is not applicable.
