The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) has a requirement for satellite-tracking data using phased array radars with conjunction services for low-earth orbit. As space debris continues to increase in OSPO’s satellite operating environment, the OSPO engineering team requires improved conjunction assessment services in low-earth orbits to protect its space assets against collisions with space debris. NOAA will be acquiring platform dashboard licenses from LeoLabs to access their Streaming Conjunction Service (SCS) LeoSafe. LeoLabs is the only commercial source capable of providing satellite-tracking data using phased array radars with conjunction services for low-earth orbit satellites.
The Government intends to solicit and negotiate with only one source under the authority at 41 U.S.C. 1901 - Simplified Acquisition Procedures, using SAP up to $7.5 million as authorized by FAR 13.500(a) – Special Documentation requirements and implemented by FAR 13.501(a). The firm-fixed price commercial services purchase order will have a period of performance of twelve (12) months and performance is anticipated to begin in January 2024.
This notice is not a request for competitive quotes or proposals. However, vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services may submit substantiating written documentation to the Contracting Officer and Contract Specialist listed below no later than 10:00 AM Eastern Time December 14, 2023. Please indicate in the subject line of your email: “LeoLabs Streaming Conjunction Service”.
Information received will be considered solely for the purpose of determining whether, and how, to proceed with the planned sole source acquisition for these requirements. A determination by the Government not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Government.
