The Internal Revenue Service (IRS) Midstates Area Procurement Office intends to issue a purchase order under the Test Program in FAR Subpart 13.5 to Reed Elsevier, Inc. dba LexisNexis, 9393 Springboro Pike, Miamisburg, OH 45342-4424 for annual software maintenance of: LAW 5.0 Scan Premium, LAW 5.0 ES Platinum, ED Loader, Tiffing, LAW 5.0 EDD Premium, and Full Text Indexing for the IRS Office of Chief Counsel. The annual maintenance is proprietary to Reed Elsevier, Inc. dba LexisNexis. This vendor is the manufacturer and sole provider of the software. In addition, no other entity is authorized to sell or resell maintenance and support services for the software. The resulting order will be for a one-year base period with two one-year option periods (12/17/13-12/16/16).

The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 5:00 pm (CST) on December 16, 2013. Faxed and e-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt.
