THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL.  This notice is for informational purposes only and is not to be construed as a commitment by the Government.  This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures.  No solicitation will be issued.

Potential sources who believe they can provide the services listed are invited to submit substantiating documentation in writing to the identified point of contact.  Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.  Oral communications are not acceptable in response to this notice.  A determination by the Government to complete this proposed contract based on responses to this notice is solely at the discretion of the Government.  Responses are to be received within 10 days of this notice.  No telephone calls are being accepted.

 The National Agricultural Library (NAL), the U.S. Department of Agriculture (USDA) in Beltsville, MD has a requirement for a Librarian/Invasive Species Program Support for the National Invasive Species Information Center.

NAL is one of four (4) national libraries with a Congressional mandate to serve the citizens of the United States.  NAL also acts as the central research library for the U.S. Department of Agriculture (USDA).  The National Agricultural Library’s Information Products Division (IDP) develops web-based resources to provide public access to agricultural research and information.  NAL’s National Invasive Species Information Center maintains and manages invasivespeciesinfor.gov.  The Web site provides communication and outreach services for the National Invasive Species Council in support of Executive Order 13112 and as required by the National Invasive Species Management Plan.  The principle objective for the Web site is to serve as a gateway for international, Federal, State, and to the extent feasible local government and private Web based resources relevant to invasive species, with links to more than 14,000 unique, relevant and creditable Web-based resources.

The National Agricultural Library (NAL), the U.S. Department of Agriculture (USDA) intends to negotiate and award on a Sole Source basis.  Purchase Order type will be a base year plus two (2) one (1) year option period Firm Fixed Price awarded to Rachel Maderik. The NAICS Code for this requirement is 519120 – Libraries and Archives.  Anticipated period of performance is estimated to be September 1, 2020 through August 31, 2021.
