This is not a solicitation, but a Notice of Contract Action. The United States Air Force (USAF), Holloman Air Force Base, 49th Contracting Squadron, intends to award a sole source Firm-Fixed Price (FFP) purchase order to Brodart Co.; doing business as McNaughton Book Services. The McNaughton Book Service contract is a lease program for newly published books and audio books. The plan allows the library to lease the newest best sellers and popular fiction, nonfiction, and biographies. Under the plan, the library maintains a McNaughton lease collection of approximately 1,500 titles. Under the authority of 10 U.S.C. 2304(c)(1) persuant to FAR 6.302-1, awarding the contract to any other source would cause unacceptable delays in fulfilling the agency’s needs due to the library closing for an extended period of time to remove old books from the shelves and then receive and restock books from the new source. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, not later than 27 August 2008, referencing F2E3LB8098A001, to Amn Kanon Morris, Contract Administrator, [email protected]. The government will review all responses, without prejudice, and determine if another firm is capable of fulfulling the Library Book Subscription requirement.
