The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for statewide Licensing Liaisons and other child welfare case work support positions for programs administered by the Department of Children and Families (DCF), Bureau of Permanence and Out-of-Home Care (BPOHC). Licensing Liaisons and other case work staff will be assigned to one of the DCF’s office locations within the state; see Attachment E for DCF’s locations. DCF’s Child Welfare Licensing Section licenses and supervises child welfare agencies, including Child Placing Agencies, Residential Care Centers for Children and Youth, Group Homes, and Shelter Care facilities; see Attachment F for Child Welfare DCF Licensed Facilities. DCF is required to promulgate rules establishing minimum requirements for each license type, ensure compliance with those rules and state statute, and address areas of non-compliance to ensure the health, safety, and welfare of children served by licensed agencies. Administrative rules also require the submission of serious incident reports by licensed agencies. Contracted Licensing Liaisons will support DCF’s Licensing Specialists in completing these functions, including screening serious incident reports and assisting in agency monitoring and investigation of serious incidents and/or complaints. Licensing Liaisons may also complete periodic monitoring tasks, will have data entry and other clerical duties, and will be expected to fully participate as members of the licensing team, including attending section, bureau, division, and department meetings as assigned. DCF is also statutorily required to administer other programs involving child welfare case work functions, including the Interstate Compact for the Placement of Children (ICPC), Adoption Records Search, and Adoption Assistance. Case work support duties include fulfilling federal administrative caseload management requirements, data management and reporting responsibilities, issuing adoption assistance payments, providing access to adoption records, and providing administrative support to BPOHC management. These positions will be expected to fully participate as a member of their respective teams, including attending section, bureau, division, and department meetings as assigned The State as represented by DCF intends to use the results of this Request for Bid (RFB) to award a contract for child welfare Licensing Liaisons and other child welfare case work support positions.
