This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary.

The purpose of this sources sought synopsis is to determine interest and capability of potential qualified businesses relative to the NAICS code 336612. The Small Business size standard for this NAICS code is 500. To make an appropriate acquisition decision for this project were it to be solicited, the Government may use responses to this sources sought synopsis. Large and Small Businesses are invited to answer this market survey and provide their contact information to determine market capabilities.

Hurlburt Field, FL, is conducting market research to determine the existence of potential sources to provide One-man Life Rafts that meet the requirements of the SV-86A Overwater Parasail Training (OWPT) equipment requirements.

The potential requirement will consist of the contractor providing:

1. Patten Co, Inc. or Equal
2. LRU-16/P modified using 210 denier one man life raft, inflatable canopy (external orange material), and inflatable floor.
3. Raft constructed using heavy duty 210/400 denier, color yellow colored material for the main buoyancy tube and orange colored material for canopy, floor, and valves.
4. Canopy, floor and valves to be standard. Add an extra sleeve for oral tube and 800 ROL valve on the main buoyancy tube and leave off the crimp ring. Add two additional crimp rings at the floor tube connection area and cover it with clear shrink wrap.
5. Special markings: Stencil the words, "FOR TRAINING USE ONLY". Leave off the NSN Number Stencil, "FOR TRAINING USE ONLY" above sea anchor attachment in 1" letters in red or black lettering.
6. Sea anchor line is to be 6 FT in length.
7. Bulk pack with bubble wrap, commercial exterior box and clear tape.

All work shall be performed at the contractor's facility. This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 4:00 p.m. CST, 19 FEB 2013.

Required Information:
Any interested party who can offer all of the above should submit a written reply of not more than 3 pages, addressing each of the above items and defining how their location is capable of ALL of the minimum requirements listed above.

Each submitted reply must have the contractor's CAGE, DUNS, and the location of their facility.
