This is combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 2614700 and solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-60. Delivery and acceptance will be at Bethesda, Maryland. This is not a small-business set-aside. The National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for LightCycler 480 Real Time PCR System II. The system has the following requirements: 1) Cooled CCD Camera, 2) Ultra Bright Xenon Lamp, 3) Rapid cycling Silver Thermal Block with Heated Lid, 4) Melt curve down to 20'C, 5) Quick Change ThermaBase Enhanced Thermal Block, 6) 5 Excitation Filters (440, 465, 533, 618 nm), 6 Emission Filters (488, 510, 580, 610, 640, long pass filter @660 nm), 7) Compatible Dyes/Fluorophores: Cyan 500, FAM/SYBR, VIC/HEX, LC Red 610, LC Red 640, Cy5, Yakima Yellow, Cal Orange, TAMRA, Cy3, Alexa 546, Cal Red 610, ROX, Texas Red, Alexa 647, and others, 8) Internal Bar-code Scanner, 9) System Control Unit (Windows XP), 10) Flat Panel Monitor, 11) Printer, 12) Qualitative Detection, Absolute Quantification with Standard Curves, 13) Melting Curve Analysis with dyes or hybridization probes, 14) Crossing Point Determination via 2nd Derivative Maximum (high confidence and high sensitivity modes), 15) Relative Quantification Module, 16) Genotyping Module-Melt curve and end point analysis, 17) Crossing point Determination using fit points (automated or manual), 18) Bar code module, and 19) Accessory Pack which include 1 extra lamp, extra air filters, fuses and other parts. The provisions at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provisions at 52.212-2, Evaluation Criteria Commercial Items, is applicable. Specific evaluation criteria: (1) Ability to meet technical specification, and (2) Ability to deliver on time and specification. Offers will also be evaluated on best value in relation to price. Offeror must include completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required Implement Statues or Executive Orders Commercial Items, applies to this acquisition.
