The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities to supply liquid helium in 30, 60, 100, and 250 liter Contractor-owned dewars. Dewar size indicates product capacity of the dewar. The total quantity of liquid helium required is estimated at 150,000 liters per year for each of the three years, if the options are exercised.

The Contractor shall be paid for the quantity of liquid helium actually ordered and delivered. Demurrage charges shall be paid in accordance with the timelines and rates negotiated.

In accordance with FAR 52.208-8 Required Sources for Helium and Helium Usage Data: Contractors must purchase major helium requirements from Federal helium suppliers, to the extent that supplies are available. "Federal helium supplier" means a private helium vendor that has an in-kind crude helium sales contract with the Bureau of Land Management (BLM) and that is on the BLM Amarillo Field Office's Authorized List of Federal Helium Suppliers available via the Internet at http://blm.gov/8pjd.

This procurement shall be competed using negotiated procedures under the authority of FAR Part 15 Contracting by Negotiation. Full and open competition shall be utilized. The NAICS code for this requirement is 325120 with a small business size standard of 1,000 employees.

The competitive Request for Proposal (RFP), specifications, RFP amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFP number SB1341-12-RP-0065.

The RFP is anticipated for release to the vendor community on or about July 3, 2012, and will only be available via the Internet at the above web site.

Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFP in order to be considered for award of any resultant contract.
