The Centers for Disease Control and Prevention (CDC) announces its intention to negotiate a Firm-Fixed, performance based type contract, to provide HIV prevention abstract summaries to HIV prevention researchers and HIV prevention service providers. The specific purpose of the contract is to provide professional services to send a collection of HIV/AIDS-related abstracts (specifically focusing on the behavioral, psychosocial, and biological aspects of HIV/AIDS) of recently published articles, books and conference presentations at least three times per week to government scientists as well as other researchers and community-based service providers in the HIV prevention field. Broader dissemination of this diverse research literature will enhance the state of HIV prevention research and programs in the U.S. and abroad.

Broader dissemination of this diverse research literature will enhance the state of HIV prevention research and programs in the U.S. and abroad.

Research in the HIV prevention field has been expanding and diversifying at a rapid rate, making it difficult for researchers to stay current with the broad research literature. This is partly due to the fact that researchers in a variety of disciplines (medicine, psychology, anthropology, public health, etc.) have become engaged in the domestic and global fight against HIV/AIDS. HIV prevention research and policy developments are published in a wide variety of journals and sources, and these sources are difficult for individual researchers to consistently monitor. A systematic summary of abstracts from new research papers, books, presentations etc. focusing on the behavioral, psychosocial, and biological aspects of HIV/AIDS is critical to enable U.S. government researchers and their external research and program partners to stay abreast of the latest research and developments in HIV/AIDS prevention.

The contract will be in compliance with FAR 37.6. Performance-based for services will include:(1) A performance work statement (PWS); (2) Measurable performance standards (i.e., in terms of quality, timeliness, quantity, etc.) and the method of assessing contractor performance against performance standards; and (3) Performance incentives where appropriate. When used, the performance incentives shall correspond to the performance standards set forth in the contract The major tasks to be completed under this contract include: (1) Collection of abstracts (2) Electronically deliver a collection of abstracts three times a week to at least 3,000 researchers and service providers in HIV Prevention.

The CDC anticipates a period of performance of one 12-month base period, with four additional option years. This is not a Request for Proposal. The intention of this notice is to notify potential offerors that Solicitation No. 2010-N-12127 will be available for download on the Federal Business Opportunities website at www.fedbizopps.gov on or before August 10,2010. Additionally, all amendments and responses to questions will be posted on the Federal Business Opportunities website. The Government reserves the right to cancel this solicitation, either before or after the closing date. All questions must be submitted in writing to Deborah T. Workman at [email protected], or julio E. Lopez at [email protected]. All responsible sources must be registered in the Central Contracting Registration (CCR) website at
