The Bureau of Land Management (BLM), California State Office is issuing this combined synopsis solicitation under commercial item procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-100, dated August 22, 2018. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 541940-Veterinary Services; small business size standard is $7.5 million; Product Service Code (PSC) R416 Support, Professional: Veterinary/Animal Care. OVERVIEW OF SERVICE: The contractor shall provide routine veterinary services on an as needed basis at the Litchfield Corrals, Litchfield, CA. Litchfield is located approximately 30 miles East of Susanville, CA. The workload will vary seasonally. At times services will be required seven days a week. Workload can be expected to vary depending on gather activity and the health of the population at Litchfield. The maximum number of horses so far at this facility has been approximately 1,800 to 2,000 head. The lowest number of horses has been approximately 30 head. A veterinarian must provide an estimated time of arrival (ETA) within 1 (one) hour of notification of the need for services. The name, address and telephone number of a back-up veterinarian must be provided. The duties and minimum qualifications require a veterinarian licensed in the State of California, USDA accredited for issuing interstate health certificates, one year of experience with equines. Approximately 80% of the estimated workload is for animal preparation for adoption. The remaining 20% of the workload for veterinarian services includes, but is not limited to the treatment categories identified in the performance work statement (PWS).
