***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a Lithium niobate waveguide for efficient second harmonic conversion of 846 nm laser light to 423 nm laser light. Through market research, NIST has located other companies that make waveguide structures for second harmonic generation of laser light, but HC Photonics is the only vendor known that can use lithium niobate structures for efficient generation of blue laser light, in this case at 423 nm, with an Efficiency of 200mW input for ~25mW output power. Delivery date shall be 60 days ARO.

However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
