This NOTICE OF INTENT is not a request for Expressions of Interest or quotations. No solicitation document exists. The award will be made on the basis of EOIs, proposals, or quotations received in response. Interested persons may identify their interest and capability to respond to the requirements and furnish detailed data concerning their capabilities to provide services sought. This should include technical data sufficient enough to determine a comparable service. The Government will be the sole determiner regarding an offeror's ability to meet all requirements. The Government will consider all EOIs received prior to one (1) day after the date of publication, before 1200 EST on that date. A determination by the Government not to compete this based on reponses to this notice is solely within the discretion of the Government. EOIs will be considered solely for the purpose of determining whether to conduct a competitive solicitation.

The fax transmission must clearly identify this notice to the contracting officer on the cover page. Submitters bear the burden of ensuring that the EOI arrives to the designated Contracting Officer on time. All pages of the fax transmission must reach the contracting office before the specified date and time to be considered. The sumbitter bears the risk of non-receipt of fax transmission and therefore, should telephone to ensure receipt of fax. This acquisition will be under the Simplified Acquisition Threshold Far Part 13 and Other Than Full and Open Competition as authorized under FAR 6.302.
