The National lnstitutes of Health (NlH), National lnstitute of Diabetes and Digestive and Kidney Disease (NIDDK) Phoenix Epidemiology and Clinical Research Branch (PECRB) performs lmmunoassay testing in support of several studies and research projects. At present, this testing is performed on the Tosoh AIA 60011 lmmunoassay Analyzer. This analyzer will no longer be supported by Tosoh Bioscience after 31 Dec 2017 at which time, the NIDDK will lose its ability to perform the needed testing. The Tosoh AIA 900 STD lmmunoassay Analyzer is an upgrade to the NIDDK's present model. The purchase of this analyzer will enable the NIDDK to continue vital clinical testing while maintaining the present methodology as outlined in various supported studies and research protocols. TOSOH BIOSCIENCE, INC is the manufacturer and sole vendor for the Tosoh AIA STD lmmunoassay Analyzer. In the light of the NIDDK's ongoing studies, consistency and continuity of research goals requires the utilization of TOSOH BIOSCIENCE, INC for the requisite products and deliverables.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements.
The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
