This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Army Contracting Command Aberdeen Proving Ground, Tenant Contracting Division, 6565 Surveillance Loop, Aberdeen Proving Ground MD 21005 has a requirement to procure for Edgewood Chemical Biological Center (2) LMP-3000 Halocarbon Monitors with Vertrel. LMP 3000 is the only equipment that can automatically identify Vertrel, a non-toxic, safe test stimulant desorption resulting from wet or degraded carbon and calculates the system leak rate from a best fit, non linear plot time zero.

The Government intends to award a firm-fixed priced sole source purchase order to NCS Corporation, 1385 West Goodale Blvd., Columbus, OH 43212. ECBC requests the purchase of the above. See attached justification for more details. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 1,000.

All response received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 3:00 PM EST, January 18, 2019. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
