This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source contract to Environmental Systems Research Institute (Esri) located at 380 New York St. Redlands CA, 92373-8118 for software maintenance with existing LocateXT and LocateXT ArcGIS Server Tool products and associated software.
While Esri has authorized certain entities as resellers of LocateXT and LocateXT ArcGIS for Server Tool products in the non-government marketplace, Esri is the sole-source provider of LocateXT and LocateXT ArcGIS for Server Tool products in the government marketplace. Resellers are not authorized to provide LocateXT and LocateXT ArcGIS for Server Tool licenses to government entities.
Esri, is the sole-source provider of software maintenance (technical support plus Esri software updates / upgrades) for Esri products in the United States.
This notice is not a request for offers. The anticipated date of award is 08 August 2016. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a) (2) (ii), these items are determined to be peculiar to one manufacturer and not available from any other sources.
All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Responses are due no later than 07 August 2016 at 4:00 p.m. EST. Only electronic submission will be accepted.
